Oh I really agree with you, but there are degrees of risk.  Certainly if we 
are told and believe that once a dog has an ancestor in its pedigree that all 
descendants of that line is forever doomed to have a 50% chance of being a 
carrier, we can never get anywhere except give license to those who would not 
be intellectually discriminating in choosing their breeding stock.  
Unfortunately we are way past the point of finding almost any stock without 
ancestors where were dwarf carriers.
