Actually Deafness in Dalmatians is linked to the white gene not to the spots
as such.  Believe me it is next to impossible to breed for a specific
pattern of spots although the aim is for spots of even distribution and size
with minimal ticking.

The problem with Dals is largely as a result of their popularity caused to
no small extent by Walt Disney.  A perfect opportunity for the not so
responsible folks to 'make a buck'.  This is something the clubs and
responsible try to counteract with education.  You may for example have seen
the 'education' piece at the cinema's that was negotiated with Disney for
the recent release of of 102 Dalmatians.
