I don't use the s-hooks for thier tags.  I use the ones that are like 
key-chains, fully round with an opening...you can buy all different sizes of 
them in stainless steel at the hardware store.
I have found that they can pull out of the leather collar (it stretches) if 
needed.  Once, I came home to find one of my guys without their collar.  
Looked all over the yard and still no go.  A couple of days later I found it 
caught in the shower drain.  Thank God she was able to pull out of the 
leather collar by herself.  (It happened because my vet tech added her new 
tag with a s-hook onto the existing ring, making it double in length, which 
is probably why it caught!).  Believe me, they got a phone call on that one!
