Where on earth does this come from?  The part in caps is a quote from the
standard.  the rest is not.  Somebody's commentary?  If so, whose?  It's
fine to quote opinion and commentary, personal or from the GPCA or whatever,
but it is important to be clear what is part of the official standard and
what it not.
