I disagree with this statement. In my opinion a back yard breeder is a small scale puppy mill. Neither type of breeder is breeding to better the breed and both types are pretty ignorant when it comes to knowing what the standard of their breed is. I also feel that when it comes to the money aspect of it that a back yard breeder has several litters throughout the year to use that money to go towards paying the bills or just to have some extra spending money in their pocket, and a puppy mill may have 100s of puppies a year to make as much money as they possibly can and puppy mills tend to think of themselves as a business and their dogs are just a way to earn money in that business. There are a few ways that a back yard breeder may differ from a puppy mill but in my opinion they are one and the same with the only difference being that one type has more litters than the other.
This is just a few of my thoughts on the subject.
