C'est la Vie!  What else could one expect?  Great, even good dogs are rare everywhere (France, USA, England, Scandanavia) and the French (god bless them) are different as are us yanks and you brits.  Most American visitors are quite charmed by it all and really have no problems with the laid back procedures.  It is their way and it works great for them.  As far as showing your puppy to a Frenchman, not this year.  You may show it to an Italian or an Belgian, but not a Frenchman,  unless it goes on to the top honors on the day.  My best wishes that this would occur for you.
