Try "Off" rather loudly or when he jumps take him away from all people to a bathroom or someplace where he is alone. If you have a friend who you trust have them come over and raise their knee to his chest as he jumps and say OFF sharply at the same time. When he drops back and sits say good dog.

It might be wise to hold his collar when people come in and make him sit. Feed him little treats as long as he stays down.
