I'm sure this is hard to determine if one does not know the dog.  My 
Mishka at almost 12.5 years has become hearing impaired.  There is a 
great difference in this vs when she had selective hearing. ;o 
I would assume the Baer test would be beneficial if hereditary deafness 
is suspected.
