Sue,

When you go out with him do you give him the go command and then 
praise him?  Try that...if not already.  If he's going in the house soon 
after, then take him out every 15-20 minutes.  Keep him with you if he's 
loose in the house.  The minute you see him start to sniff, then outside 
to potty with lots of praise after.
