After playing, and running, White Wolf games for quite
a few years my partners in crime and I coined the
phrase “Thaumaturgical Inflation” for just that
situation. Instead of supernatural creatures being
rare, they are so common as to be part of the scenery
if left unchecked. From the latter series of source
books, if a census taken of the WW America the mortal
population of the USA would berely be above the margin
of error. Everyone else is either a Vampire, Werewolf,
Mage, Wraith, of Fae creature. I won’t even touch what
those Hunter things were supposed to be.
In the WW (White Wolf, not Weird Wars) universe
supernatural creatures were responsible for every
single event in history. Mortal beings were merely
witnesses, pawns, or completely absent from the
proceedings. After a while this sort of thing becomes
more than dull and actually advances to being
insulting.
As said before, mortal beings are entirely capable of
evil on their own. We/they don’t need to have
supernatural causes for our behaviour, nor for the
behaviour of others. This is especially true for war
crimes. I’d rather have a game of horror where the
adversaries are entirely mortal rather than find the
situation where the PC’s can sit back and think to
themselves “oh, the vampires made them do it.”
Wandering monsters should be kept to a minimum. The
PCs should be more concerned with nocturnal attacks by
the very real enemy than what monster of the week the
GM has come up with this time.
