The second number is how much the PV is reduced by range if you're playing 
with the optional Reduced Penetration rules on page 108. Each full range 
increment reduces the PV by the second number. For example, if you're firing 
the 6-pdr at a target 400 yards away, its PV is reduced by 6 to 59 (2 
increments x 3).
