How about this? It's not according to the rules, but the WM might go for
it.  

At first level, all characters have a big bunch of points to spend on
skills. In D&D, this represents apprenticeship and the likelihood of
learning other skills from other apprentices is nill.  On the other hand,
in more modern settings such as pre-WW2, it's not unreasonable for a
character to have learned a variety of skills and then been drafted.  So
why not say that all non-military skills, such as Profession (plumber)
and Knowledge(religion),  are class skills to a first level character? 
That way your character could be designed as a priest who was drafted or
joined and was subsequently made an officer.  Make an Officer character
who is a chaplain, but who will not become an OSI Chaplain until the
other requirements have been met.

i don't think men of the cloth were anything other than officers, so
you're probably stuck there.
