i would not add their dex considering they are basically still running a 
baseline, but i would require that the armor personnel have init over the 
target's and remember to take into account concealment rules.

hay, in artillery a near miss is as good as a hit some times. too many 
target's i've seen damaged by flying debris. your tanker shooting at a 
person also needs to remember the rules for prone (-4) and sitting/kneeling 
(-2) defenders. prone, sitting & kneeling usually have some form of 
cover/concealment in their favor.
