Just a few thoughts that came to mind:

1. A real severe problem in Stalingrad was the cold. Maybe some
otherwise not involved German grunts stole a fire elemental to heat
their bunker. If they got a special one, they might even have an
agreement and serve him...

2. Fire Elementals will be shortlived, as they are transported in a
very alien and hostile environment (for them). Once they get a shell
it might deteriorate very swiftly, so out of the special containers
the Germans have, the PCs will have to make a fast run for it, or
their superiors will have nothing to examine.

3. Combine 1. and 2.: Give the Fire Elementals a soul. They are
dredging the shell along and suddenly it cries out "I am dying, help
me". Now that should make them jump ;-).
