I have absolutely no problem with the Goliath. The damage he can do is puny
compared to the blaster and armor protects against it. And he's so darn slow
that his impact on a combat scene aren't important.

I agree on this. A hotshot can almost always avoid close combat or escape by
setting his surroundings on fire. He's pretty cool. The only thing there's a
little problems is that his massive damage doesn't mean much against normal
NPCs because they don't have hit-locations. Against major NPCs it rocks!

I don't have any real problems with any of the delta types except for the
blaster. He's in a class of his own.

Apart from being able to ignore stun grenades and other screamers then I
haven't found a use for it. I have added a sound manipulations power to the
screamer so she can simulate any sound. A fairly useful non-combat ability.
  I have also reduced the rattle brain trick to only +1 success. The +3
successes means that the example screamer would only have 5.4% chance of
affecting a person who didn't try to avoid it at close range.
