With these sorts of situations, I usually decide based on a) how or where 
the character is trying to jump, b) what the player describes they are 
doing or c) whatever is in the player's interests.

The first thing is to determine just what the player (and you) agree that 
they are doing:  are they just standing there and jumping, or are they 
taking a step or two, or are they running full out?

These three situations call for different types of rolls:  the first is a 
Strength roll, the second is a Strength + Acrobatics roll, and the third is 
a Speed + Acrobatics roll (or even a Speed + Running roll, depending on the 
specifics of the situation).  Each success gives you 1" (2 yards) of jumping.

(The base guidelines like the '1" per point of Strength" make useful rules 
for quickly deciding what a character can do without trying hard, or what 
an NPC can do without having to roll, but I like the player having the 
option to roll if they want to do better than the base, or when they *have* 
to do better.)

As for Bouncers learning the Goliath's Superjump Trick, I say go for 
it;  it fits quite well, and if they are willing to spend points on it, let 
'em.  They shouldn't get the Trick for free, however...

The rule suggestion above would probably work for just about everyone, 
rather than as a Trick or Power.

I probably would make it normal cost, just because it seems cool..

But, that's just me..
