[BNW] So what do the Defiance actually _do_?

Help me out here, guys.

After a few sessions of working as DP agents, the PCs have been sent to
infiltrate the Defiance. They've established new identities (both civilian
and hero), and made their mark by busting a captured Defiance member from DP
custody.

So they've gained the attention of the major Defiance leader in Crescent
City (not Truth, but one of my NPCs). Of course, he wants to test them
before he trusts them, so he sends them off to do something for the
Defiance.

And here I'm stuffed. Because I'm not that sure what the Defiance do.

I know what the Delta Warriors do - they blow crap up. And Pax Delta make
speeches and hold rallies. But what do the Defiance do? Do they just react
to DP acitivities - breaking out prisoners, assaulting agents, take out
supplies and resources? Do they rob banks or commit crimes in order to get
funds for the cause? Or do they have other, less obvious activities as well?

When I look at the material in the books, I get an impression of the
Defiance as wholly reactive, like the French Resistance.
They wait until DP try something, then stop them. But I also get a picture
of DP as often reacting to the Defiance's activities.

So I'm having trouble getting a grip on just what kind of assignment the
Defiance are likely to send my PCs on. I have two ideas, both of which are
sketchy:

1 - The Crescent City bus drivers are threatening strike action at the
moment. There's going to be a protest rally in a few days, and DP are going
to break it up. The PCs will have to stop them.

2 - A newly activated delta wants to leave Crescent City for Australia. DP
are chasing them; the PCs have to find the delta and get them to safety.

I don't want anything complicated here. This mission (and the next) are just
meant to be short, punchy things, controved to help the PCs gain the trust
of the Defiance leader.

(He already trusts them. He also knows they're really DP agents - because
he's also the DP officer who gave them the undercover assignment. But they
won't find that out for quite a while yet...)

What kind of other options are there? And what do you other GMs do in your
campaigns?
