Were these packages to appear in a game of mine (though I never get to run
or play BNW), I'd make a clear distinction in that some things simply would
not be possible unless you're a Sneak or a Gunner. For example, let's say
there's a villain in a blimp above the Superbowl who's about to blow up the
stadium. He's got the detonator in his hand. Could a Tough with a 5 skill
in Firearms shoot it out of his hand? Nope. But a Gunner _might_ be able
to. Not because he's got a higher skill, but simply because he's a Gunner,
and as such his entire being is devoted to marksmanship.
Incidentally, I didn't see the original post. I only got Jennifer's reply.
So I wanted to address another comment the original author made:

Perhaps the were-packages are less like a Goliath or Blaster and much more
like a Bargainer than we realize. By that I mean perhaps their powers are
mystical in nature (although for all we know all delta powers are mystical
in nature), and as such have more checks and balances.
