Two ways to help that along:
1- Don't allow non-Gunners access to the Gunner tricks. They can't buy them,
nor can they activate them with 3 extra successes. Only Gunners can pull
that off. Same with the Sneak tricks, Hacker tricks etc.
2- In my game, the upper limit for a skill is 5 (while the 'default' is
open-ended); that's as good as it gets. This means that Gunners, Sneaks etc
are _always_ going to be better than the best. A Gunner with firearms 1 is
still better than a world-class marksman with skill 5.
(You can always compensate by giving world-class marksmen more tricks.)
