If you are looking for point-based super hero games I would recommend
Champions 4th ed. It seemed like they went out of their way to
point-balance the crud out of everything. All you'd have to do is give
people less points to work with.
You can probably pick up a used copy on ebay fairly cheap.

I liked the BNW system ove Champions because Champions was relegated to
the extreme. There was absolutely NO versatility allowed in power use.

Ex: Spiderman's webs.
In BNW they would be a gadget. You would have number of shots, range,
strength and then a trick to make shapes with it (shoot out a net, make
web-cuffs, etc.)

In Champions you would take the "swinging" power and reduce the cost by
linking it to the web-shooters. Then to grab stuff you would have to take
the telekinesis power and link it to the shooters. Then to make a net or
cuffs you would take the "entangling" power and link it to the shooters.
Etc. etc. etc.

I like the more fast and loose BNW system. Personally.
