Well, given the risk a mantou has when taking over a corpse, there would have to be a compelling reason why a manatou would inhabit a corpse where it would never get to have any fun.

Let's see.... It could

1) Reduce the dominion rolls of all harrowed within a certain radius by 5.  And give them a free (ie no fate chip) shot at taking over every hour or so.

2) If the manatou misses the roll by 5 or less points (ie it woulda made it, ifn it weren't for that relic) it can manifest in this reality.  Once the manatou realizes this, it may decide to only manifest when no one is watching.  Or worse still, it may just leave, and never come back - leaving your undead guy just plain dead.

3)  The manatou hs no risk taking over bodies in possesion of this relic.  Ie, head shots don't "kill" the manatou.  Instead, filling the harrowed full of lead unfetters the manatou to release an abomination from the ex-harrowed's flesh.  Basically the character is now a walking time bomb.

4) The relic interferes with the spiritual energies surrounding the character.  He can't count coup, but the manatou can - and he will be achin' to use them once he gets a chance.

5) Since the relic blocks some of the manatou's power, it is unable to fully animate the harrowed's flesh.  Welcome to Degeneration, Level 5 - this level contains rotting corpses, animated skeletons, and lingere

6) The manatou is forced to partially inhabit the outside of the harrowed's body.  He now has a black halo that moans like burning ghost rock.  If one looks closely, one can see the demon clawing at the back of the dead mans skull.  Man that freaks people out.  Oh yeah - don't even try to sneak.

There - that otta get you started.

Or, if you are really nasty, combine some of the above.  I'm thinking Manatou invunerability coupled with the lowered dominion roll for all harrowed in the area.  Think of the havock this could create.  Mmmmm, havock.
