No, I don't think it was an oversight as much as it was something that
everybody would recognize.  If, for instance and I'm just making this
up, the gambling capitol of the late 19th centure had been Lower
Bucksnort, TN and H&H had mentioned a gambling group located there,
then the modern reader would be very puzzled.  It's just, in my best
guess, PEG's best choice of location:  one that's quasi-historic and
recognizable to all.
