First, if it's supposed to malfunction 7 times out of 10, the Relability
would be 13.  Second, I wouldn't give the +2 to Shootin'.  I'd say that a
gun like this would be harder to shoot, and thus work it like the Gatling
Pistol, requiring at least one raise to hit.
