Well, since he's crouching he's a smaller target... but that has to do with
to hit modifiers and not the damage system. As for if you do hit, then you'd
use the hit location table under the Fire heading (which represents what
you'd stick above a wall or around a corner to fire a weapon) which
considering the height and angle would be about the same as firing over a
wall... then if the area hit was under the saddle you'd subtract the
saddle's Protection Factor from the weapon's Penetration, which will give
you the Effective Penetration which you'd use on the damage chart (Damage
Class is unaffected). The PF for a saddle would be about .3 or .5, you'd be
better off hiding behind your horse (PF 18).

Personally, I really like the detail and accuracy of the system. But as I
said it's better suited to a CRPG than an RPG.
