Being raised by a dragon (if there are such things in DL) should no more
give someone the ability to fly then being raised by a parrot, IMO

It sounds like someone who isn't happy playing the cards he's dealt (so to
speak).  Or who wants the most powerful character in the posse.  Like a
player I knew who always wanted to play a half-ogre in D&D so he could be
the best fighter, which he failed at royally.

When his character dies, he'll just ask to have his next character be able
to teleport, or something else that unbalances the game.

Not to mention that there are these things called artifacts....

I wouldn't let him, and if he doesn't want to play, then too bad for him.
Ya can't get everything ya want, in life or roleplaying.

raised by dragons...I don't agree with it, but he wants the ability to fly 
and cast magic...i know it's Marshall's opinion...
    Well, he isn't getting the magic stuff, but the ability to fly is funny,

i figured it would be cost in Wind, and a high one. the higher he goes in
the 
air , the more wind is lost....Overall I feel dragons that fly aren't in the

weird west as i see it but he is stubborn like  i said
    I don't know...his philosophy on flying is something like, "Jumping and 
missing the ground"...
