Since it's not...

You're the Marshal, it's your call.  That said, I'd tell him no (and
probably ask him to lay off the crack), and I think he'd have a hard time
finding *anybody* that'd let him play this character *anywhere*.  It's
ridiculous.  If he wants to whine and complain about it, tough.
