The way I've started to handle this is that if someone uses a double action 
gun to fire 2 bullets they get a -2 to hit and require a raise to hit with 
the second bullet.  If you are using two at the same time  I raise the 
penalty to a -4.  This might seem harsh, but a double action weapon really 
isn't that much faster than a single action in the hands of a gunslinger, and 
if your firing it twice as fast it's really not going to be all that 
accurate, especially if you've got one in each hand...Don't forget those 
innocent bystander rules...
