The book says that a person can only come back if there's enough left of
their head.  Otherwise, there's nothing for the manitou to inhabit.  Also
bear in mind the Medical Examiner's quote from The Agency: Men in Black
Dusters:

"He's dead, James- now shoot him in the head before he gets back up"
