No, it's isn't reduced.  With (4d12+4) + 4d8 vs. AV 3, the damage rolled is
(4d12+4) + 3d4.  Against AV 6, there would be no damage as the AV 6 would
drive the tomahawk damage down to 0, which would then mean that your
Strength does no damage by itself.
