The only thing to know about MySQL, PHP and Apache is that these are free
softwares, meaning no cost to /buy/ software. The company hosting the pages
must have the willingness to install it and run it, though. So, I don't know
if PEG would want to have this kind of thing on its site. But yes, this
would be cool.

PHP/MySQL is a good option, fast web developments and all. In fact, I am
even working on a character generator for another (french) RPG. But it takes
time. When the one I am working on will be finished, I'll work on
translating it for Deadlands (in fact, most of it would be compatible).

If you want to try installing Apache/PHP/MySQL on a PC, I recommend EasyPHP
(free), which basically allows to have a local test platform. You can find
it somewhere on http://www.easyphp.org/, available for Windows platforms.
For Linux, just get the three components, I suppose.
