Let's break this down. . .

One action.  One power .  One Strain. One die roll exaggeration.

Two actions, Two powers, Four strain, Three exaggerated rolls.

Three actions, Three powers, Six strain. . . well, actually the martial 
artist has used four strain and FOR EACH additional to hit attempt it costs 
Two more strain.  53 gazillion time 2 is way more then the 12 strain 
max.  Four exaggerated rolls.

And at the end of your example, there are two gunmen left with their 
actions.  You also made no mention of the distance between the gunmen and 
the martial artist.  So unless the martial artist has Monkey Goes to 
Mountain (4th power, +3 strain) the gunmen have the advantage at distance.

And to start - the requirement to have to buy Martial Arts Training (3 
pts), Arcane Background: Enlightened (3 pts), and Fightin' Martial Arts 
(4-5 pts), and Ch'i. (4-5 pts).  (Those aren't bounty points - those are 
character points)

Quickness - decent to high - with three actions.
Spirit - powers all that chi being spent
Strength - very helpful for all of those massive damage rolls above.
Nimbleness - for all those great to hit rolls

Oh - and Throwin' Balanced and Deftness in order to power the Seize the 
Pearl of Death.

So - for about 20 character points and and stud like card draw for stats, 
you have a character who can take out three mooks in one round.

And maybe do that twice per day.

Oh - and the meditation skill in order to regain that huge amount of strain 
expenditure rapidly.

Of course, you may be using the early martial arts rules out of The Great 
Maze, in which case the martial artist has to spend his experience points 
in order to regain his Chi pool.
