usually their dementias are described in the flavor
text and role-playing notes, presumably the authors of
the books don't give them Loco hindrances because they
don't want them to be bought off
I always add more Loco's though, especially depending
on what kind of gadgets the scientist has successfully
made

yes, it should
but in my opinion, skill levels should relate to Grit
characters with Grits of 0, no more than 5 in skill
levels
characters with Grit 5, a few skills at 7 or 8 sounds
reasonable

some suggestions that have already been posted:
snipers, mojave rattlers, shotguns
some of my personal suggestions:
don't just kill him, bring his life to a halt
he must be creating one helluva reputation for himself
if he's catching bullets in every firefight and taking
care of every single critter that crosses his path
honest and decent folk are going to start noticing
him, he's gonna start becoming famous, dime novels
will be written about him surely, famous people always
have fans

do you see where I'm going with this?
sometimes fans aren't pleasant, sometimes fans aren't
really fans at all, they want to prove how much better
they are, especially if this hero is a martial artist,
aren't rival martial schools going to take notice?
I'd like to recommend a few films for you to watch:
any kung fu or samurai movie made during the 70s,
especially the Lone Wolf & Cub series and the Izatto
Ichi series
