I have an old Royal Irish Constabulary 12-Bore
cartridge from the early part of this century (pre
WW-I). A completely brass case. Still unfired it is
loaded with LG buck, just the thing if a provo is
coming at you.
Paper cartridges did not guarantee reliability. Fine
in a sporting gun but not in the life and death
situation of police work.

I believe caplocks can be used in the wet with reduced
reliabilty but flintlocks not at all.
