Jeff is correct if you go with the rules in the main book.  In "The Agency"
however there is an optional rule for Massive Damage if you want to run
something less cinematic.

Explosions do their full damage to 1d6 hit locations.  It is possible for an
attack to deal its damage to the same location more than once.  Since damage
is rolled against location, armor reduces damage as normal.  For each burst
radius crossed, the number of locations affected is reduced by one (1d6,
1d6-1, 1d6-2, and so on).  A result of zero or less means the lucky cowboy
is unaffected by the explosion.
