I don't think that the Agency has that kind of Jurisdiction. The Rangers
neither, though they might speak up for the criminal (like Marshal Cooper in
Hang 'em High did for the kids), if the criminal can prove that he has
become a better person.

But anyway - not having the power doesn't mean that they can't tell what the
target wants to hear.
"Can you clean my file if I help you fight that monster?"
"Bet ya, Mister - I'll take care of that."
