WRONG!
as has already been stated, in your campaign you can
do what you want, but if you're looking for an
"official" rebuttal to this opinion then check out
pages 9 and 10 of the blessed book Fire & Brimstone,
there's a section titled "becoming one of the blessed"
and i don't think EVERY SINGLE priest, preacher, and
so-called holy person has undergone the process that
is described there

also, point your friend to page 5 of Fire & Brimstone
and have him read the section titled "The Blessed" 
to me, the basic message of this section is "there are
many religious people in the world, but only a few are
Blessed"
if he finds a different meaning, tell him to re-read
it and pay close attention to when the words "few" and
"rare" appear, and then simply explain that there are
not "few" priests in the world, nor is it "rare" that
you encounter someone who represents a particular
religion
The very next section in F&B also says something along
the lines of "not all priests are Blessed, and not all
Blessed are priests" because I distinctly remember
reading this section when I got the idea of playing
Josef Nicolai Rocescu (from the Doomtown card game) as
a blessed 

ultimately, if it's your campaign, you can close F&B
and say "not in my world" and do what you like, if
your friend is Marshalling the game I'd start taking
advantage of his generosity in making every single
religious person in the world Blessed, he'll soon
realize his mistake when the players can get healed of
all damage at any church
