by "levels" I mean experienced characters.  In DnD, higher levels.  In DL,

True, but it can be frustrating.  Basically you have realistic games where 
combat is deadly (GURPS, Deadlands) and not so realistic ones where an 
expereinced character is semi-invulnerable to less powerful characters.
