If I'm correct in assuming that he meant a holster that places the gun facing Butt first but not angled to the drawing hand on the opposite side, than he is right in assuming this is a different holster style.  Cross-draw holsters set well forward of the hip and angled toward the gun hand on the opposite side.  A holster used for the "Twist" draw was in the same position as a standard holster (further back and not tilted to the other side) and differed only in the facing of the gun when holstered.  The twist draw holsters were therefore not an improvement over standard draw holsters when worn under a long coat or used from horseback.
