My impression was that without the arcane background Shaman (even if the
player isn't one yet, really) there is no storage of appeasement points
even with a guardian spirit edge, which means at least 90% of the time a
favor is not very useful.  
Sure if you're ambushing some guys an you're just about to jump out an
surprise them, you can get that favor strength of bear up, but otherwise,
probably not.
I'm basing this on Hexarcana and GD.

Haven't yet decided what to do about it yet except maybe cut a deal with a
player who want's to play non shaman type who's got some favors, something
along the lines of give it to them but segue that into their mysterious
background, or treat it as a knack, but in some way make it come back an
bite em in the keister.
