Hmm.... is there an inconsistancy in the books? the Mrshal's guide talks
about the Buffalo Soldiers and the Flying Buffalo being union troops used
to fight the Apaches, based out or Fort 51, and their commander buying
the rockets with his own money.

Oh, and to get back to your original purpose. no matter which side of the
Mason Dixon line the Buffalo Soldiers are stationed on, they would be fun
to play.
