I think that the table is merely meant to be a guideline.  Since a
vehicle is only useful in limited circumstances (not to mention the
difficulty in finding fuel) I think that the archetypes were given a
break.  I would be strict when dealing with weapons and armour or
high-tech equipment that could unbalance the game but not with a normal
vehicle.
