Oh.  Also think about cutting them off from their higher (over one) level
gifts.  The granting authority is no longer present.  Have them spend xp to
"relearn" them - ie attune them to the new environment.  

And give 'em the chance of backlash.  

"For aid and comfort, I call upon Gaia's love to shine forth."
"Sorry pal.... you got me.  <WHAM!>"

This is also not the realm of Weaver, Wyld and Wyrm.  The forces of growth,
stability, and entropy took different forms here.  Maybe the entropic force
split to became the Reckoners, instead of the Triatic Wyrm.  And the primal
force of growth and inertia never became.... for lack of a better term -
self-Aware.  And neither did Gaia and Luna - at least in the ways that
Garou (born of the will of an aware Gaia and Luna) can understand or work
with.

And for that matter - if Gaia is not able to grant her gifts, neither
should Luna.  Cut down on the amount of rage points available to the Garou.

That outta help curb their power, without leaving them with an 11 on the
scarred table.
