It talks about the fact that once a Timplar gains his powers no mater what
they do they don't lose them. I think internalising the powers thing is
right to a point. After all if a Anti-Timplar turns to 'the Dark Side' fully
they still have their powers. I would argue that they still have their
powers but they can't learn more or advance them in the past, sense the
Saints aren't there to give it to them.

I think your right about the Doomsayers except that they could not regain
Strain unless they had a pure radiation source (like a Ghost-Rock Lamp).
After all it lets you know that the closer to a radiation source they gain
Strain faster. If the Doomsayer does have a radiation source (like a
Ghost-Rock Lamp) they can regain Strain as normal, other wise they're out of
luck and wouldn't regain Strain.
