Well, I admit that I don't own the Templar book, and so don't know all the
gritty details, but if they gain their powers from the saints, and the saints
are just those who have been martyred fighting the forces of evil, well then
I would have to say that there would be plenty of saints in the deadlands
time, although individual saints which a Templar might call apon might not
have been martyred yet. Plus, I see no reason why the Templars couldn't have
already existed in the deadlands universe, after all it is only the most
cliche secret society of them all. Perhaps after the Reckoning they just
went out into the open a bit.

Well, if their powers work by channeling the energy of the hunting grounds
as the rules indicate, and the radiation stuff is just a gimmick, then their
powers should work fine in deadlands. If you see radiation as more required
than that, then I would have to point out that almost everything is
radioactive to some small extant, in which case their powers would work, they
would just have a devil of a time waiting to recharge.
