Even though it's unofficial, I'll include it in the Accumulated Rulings as
it clarifies the author's intent.

Well, it's about time for me to update the AR, seeing as how it hasn't been
done since April.  Of course, there was 7 posts worth putting in during
April and May, and 17 in june....

Still don't remember what the Milrat explanation was either though...
