[HoE] Lesser Powers (was Templars and Anti-Templars)

Interesting, but hmmm...so what exactly gives them that "boost" when they
employ a Legend Chip and collect a Greater Reward? And why do they then
lose (or unlearn, if you will) the ability to improve/learn new ones
(blackballed non-AT Templars _are_ unable to increase existing or learn new
lesser rewards, right?).
It could be a kind of psychological thing ("I must PROVE myself worthy to
draw on powers to such a degree.") But then you'd think if it were
psychologically driven, being blackballed might impact on that.
That leaves some greater power supplying the...ummm, well, power. Which is
pretty much stated is the case for regular Templars - the Saints. But that
brings us back round to why do the Saints support a blackballed Templar (or
even an Anti-Templar, depending on where you think their power is coming
from).
