The Doomsayer EMP miralce causes an effect from supernatural Ghost Rock
radiation. Like regular rads, it will short out electronics. Usually,
however, when an EMP shorts out electronics, it fries them and they ahve
to be replaced. The point of a duration is to have the Miracle last. If
you keep kicking off EMP's only to have the driver keep restarting, it's
going to get very irritating for all involved and the Doomie's going to
burn a whole lot of Strain.

Wrongo. Cars have had a computer core since 1979 or 1980. *IF* a car had
been rebuilt by a Junker, he might have been able to take it back to the
Model T stage of automotive development, but your vehicle would use a
lot more gas and have nowhere near the pickup it should. Modern cars
need electronics to regulate things like fuel consumption, ignition
system, timing, firing order, the various vacuum sensors, as well as
basic sensors that give you the little red light on the dash that tells
you when your oil is low. The cars have been repaired several times,
yes, but I don't know about completely rebuilt unless a Junker got his
hands on them. Even then, the Junker would most likely still use
electronics because, well, he's a Junker and they like that stuff. There
are still electronics and parts lying around. Unless the character is an
auto tech and can tear everything electronic out of the car, find a way
to make due without it, and make it still run, he's still going to have
electronics in it. If he tears the factory installed computer core out
of a car at some point, and does not replace it with another computer
core, the car will no longer work. Period. Trust me. This happened to me
with an '81 Grand Prix. Modern cars *have* to have electronics to run
[at minimum, run properly.]

My take on this is that the vehicle will not be able to be restarted
until the Pulse's duration is over. The Pulse is still in effect, so no
amount of cranking it will restart it.
But, that's only what I know about cars, and just my opinion....
