Because of its potential power, irradiated ghost rock is meant to be both 
rare and expensive. There isn't any way for heroes to create their own, they 
need to buy it or mine it. Since ghost rock doesn't occur naturally as a 
radioactive isotope, it can only be found in the ruins of the breeder 
reactors used to manufacture it, and in stockpiles and natural deposits that 
were near the center of a ghost rock bomb blast. In the case of the 
quantities near a blast, only a small amount 2-3%, is actually converted to 
IGR.
