[HOE] Cyborg & Harrowed powers [Hopler]

Now, not having the rule book in front of me, I could be wrong her... but it
doesn't say anywhere that a harrowed character who has harrowed powers,
becomes a cyborg without a Power Focus, and CAN'T use harrowed powers. It
simply states that without a power focus, a cyborg can't get NEW powers or
IMPROVE their current ones...

My argument:

If a harrowed character manifests their abilities BEFORE becoming a cyborg,
then they are able to use their powers WITHOUT a power focus. If a cyborg
wants to develop a harrowed power or increase a current power, then they
HAVE TO HAVE a power focus.

Harrowed characters have learned to use the manitou's power on their own and
incorporated that power into their self. The don't have to "force" the
manitou to power it for them, they already know how to do it on their own.

When a harrowed character becomes a cyborg, they no longer have access to
the manitou directly and therefore cannot draw any additional power into
themselves. This is reflected by their inability to create new powers or
improve current ones. This does NOT remove their current powers (as noted
before, the needed energy has already been incorporated into their being).
Therefore, to gain new powers they have to force the energy from the
manitou, hence the power focus.

p50 "a cyborg may purchase powers"

Still can't use them without a Power Focus.
