Actually, the oddest thing about this scenario to me is if the posse is
already "locked in combat" with a squad of combine troops, and (presumably)
both sides are using guns with great enthusiasm, how the heck is anyone
hearing "the sound of a raptor" coming in...?
The other thing is if any Doomsayer took a position on a hill int he middle
of one of my firefights, he'd be Target #1. Assuming those Combine troops
have heard of Nuke... :) Even if they're not aware of or deliberately
trying to protect their raptor, they've got to figure he's going to open
some kind of whoop-ass on them.
But...assuming that the Doomsayer manages to hear enough to get into
position and survives being turned into Swiss Cheese, and he can handle the
TN 13 and 5 Strain...

Interesting question. First factor to me would be _how_ is the Raptor
approaching. If it's coming relatively straight towards him, then speed
probably isn't relevant. Basically, he's going to be looking at a dot...one
that is getting bigger as it approaches. Unless it's zig-zagging, it's going
to be kinda hard to miss, relatively speaking.
On the other hand, if it's travelling at right angles to the Doomsayer, and
it's fast enough and close enough (i.e., within the normal range of EMP -
we're not talking _miles_ here), I might be tempted to apply some kind of
penalty. I'd be tempted just to go with some kind of general +1 to +5
penalty, rather then dig out the Road Warrior rules and figure out the speed
modifiers (given that I probably don't have RW out if I were running this
battle because I wasn't intending to use vehicle rules).
Whatever works for you, though. IMO, properly played, it shouldn't get to
the point where a Doomsayer can pull this off pretty easily. Unless he's
using Aegis - there's a scary miracle... :(
